Human habitation in the Newbury area goes back to the Mesolithic era. The present town was founded much later, after the Norman Conquest of 1066. The name Newbury means "new borough".

The town of Newbury grew out of the cloth trade, particularly in the 15th and 16th centuries. The town is believed to have the first textile factory in England, built by cloth magnate Jack of Newbury, in the 16th century.

Today Newbury has a well preserved old town with many 17th century buildings worth visiting. The main shopping precinct along Northbrook Street has been pedestrianized. The town has a well-developed economy and home to a number of large companies. The largest employer in Newbury is mobile network operator Vodafone. The town is also the UK headquarters for Bayer AG, Micro Focus and NTS Express Road Haulage.
